"ARQA" Agency for Recognition and Quality Assurance in Education is a non-profit non-governmental organization established in 2015 to promote and facilitate the development of a quality assurance system in education through institutional and programme accreditation procedures, rankings of educational organizations and independent assessment of the level of specialists’ qualification.

According to the Law of the Republic of Kazakhstan "On Education", the recognition of national and foreign accreditation body is a procedure for official confirmation of the authority of a legal entity to conduct institutional accreditation of educational organizations and specialized accreditation of educational programs.

The register of recognized accreditation bodies (Register 1) is a list of accreditation bodies that are full members of international European networks for education quality assurance, recognized on the territory of the Republic of Kazakhstan as an authorized body for institutional and specialized accreditation. The recognition of the accreditation body and its inclusion to the Registry 1 is to be confirmed once every five years.

By the decision of the Republican Accreditation Council, the ARQA Agency is included in the Register 1 of recognized accreditation bodies for a period of five years. On the basis of the decision of the Republican Accreditation Council, the Order of the Minister of Education and Science of the Republic of Kazakhstan dated September 27, 2017. №482 was issued on the recognition of accreditation bodies and inclusion in the Registry 1 for a period of five years.

ARQA as an external partner supports education institutions of the Republic of Kazakhstan in their efforts to develop an internal quality assurance system through accreditation. By interacting with stakeholders, ARQA promotes quality culture in the educational environment and contributes to building trust in the Kazakh education system. ARQA with its activities supports and implements the best international quality assurance practices, taking into account the legislation of the Republic of Kazakhstan.

  • Increasing the level of compilance of higher and postgraduate, as well as technical and vocational education with the best international practices in the field of education through quality assurance activities
  • Becoming one of the leading quality assurance agencies operating in Kazakhstan and Central Asia
  • Becoming a full member of the European Association for Quality Assurance in Higher Education (ENQA) and enter the European Register of Quality Assurance Agencies (EQAR)
  • Increasing the number of highly qualified experts in the field of education quality assurance by training them

ARQA strategic development plan for 2017 - 2023 provides for the main directions of development of the agency and external stakeholders in the field of education, taking into account the mission, vision, values and objectives of ARQA and the definition of methods to achieve them.

The strategic plan was developed by the ARQA management and approved by the Accreditation Council.
